The Georgia Monitoring Project (GMP) was funded by the United States Department of State (DoS) to monitor the results of United States Government (USG) foreign assistance provided to the Government of Georgia. IBTCI was contracted by the DoS to assist in the implementation of the GMP, which included conducting an independent review of immediate post-conflict recovery and reconstruction activities performed in the Shida Kartli region of Georgia. This assistance included immediate food supplies, shelter, energy supplies, and agricultural assistance for conflict-affected households that had been forced to flee their homes during the conflict. IBTCI’s assessment identified vulnerable populations that returned to the region post-conflict and civilians who were forced to resettle in new settlements or collective centers. IBTCI utilized a desk review of project documents, site visits, focus group discussions, key informant interviews, and a comprehensive quantitative survey of over 2,000 conflict-affected households in Shida Kartli.
